FedEx & UPS Surcharge Update: November 2026
Here are the courier surcharges that apply to Hong Kong exports from November 2026. Most of them are unchanged from the peak-season rates introduced in September. This article puts them all in one place so you can check your landed costs before the holiday peak.
What’s new this month
- 1 November 2026: the EU’s new €2 Union Handling Fee starts for B2C imports into the EU. See the EU section below.
- 2 November 2026: the FedEx Demand Surcharge for India rises from HKD 0.9/kg to HKD 1.2/kg.
- No other FedEx or UPS rates change.
1. Per-kg demand surcharges, export from Hong Kong (HKD/kg)
| Destination | FedEx Priority / FICP* | FedEx Economy | UPS |
|---|---|---|---|
| United States & Puerto Rico | 15.6 | 9.4 | 16.40 |
| Canada, Mexico, Latin America & Caribbean | 15.6 | 9.4 | 16.40 |
| Europe | 14.0 | 14.0 | 13.90 |
| Israel | 14.0 | 14.0 | 13.90 |
| Middle East / Indian Subcontinent / Africa | 12.0 (Group 1) / 19.5 (Group 2) | same | 13.90 |
| Australia, New Zealand (FedEx incl. Fiji) | 3.9 | 3.9 | 4.10 |
| Japan, Guam | 2.3 | 2.3 | 0.80 |
| India | 1.2 (from 2 Nov; 0.9 before) | 1.2 | 0.80 |
| Malaysia & other Asia | 1.4 | 1.4 | 0.80 |
| Vietnam | 0 | 0 | 0.80 |
*FedEx International Connect Plus (FICP) is classed as a Priority service, so it pays the Priority rate.
- FedEx: these rates apply until further notice.
- UPS: these rates (UPS calls them the Surge Emergency Fee) apply from 27 September 2026 to 6 February 2027. They’re charged on billable weight, and fuel surcharge is added on top.
- Each carrier groups countries slightly differently. For example, UPS includes Israel in Europe and India in Asia Pacific. Your Spaceship quote always shows the exact charge.
2. Per-package surcharges for oversized or irregular packages
| FedEx (from 21 Sep 2026, until further notice) | UPS (27 Sep 2026 – 6 Feb 2027) | |
|---|---|---|
| Additional Handling | + HKD 39 | + HKD 14.70 |
| Oversize / Large Package | + HKD 39 | + HKD 51.50 |
| Unauthorized Package / Over Maximum Limits | + HKD 39 | + HKD 1,635.30 |
These are charged on top of the normal Additional Handling, Oversize or Large Package fees. A package usually triggers them if it:
- weighs more than 25 kg, or
- is longer than 121 cm on its longest side, or
- isn’t fully enclosed in a corrugated cardboard box (for example, it’s shrink-wrapped, in a plastic or wooden case, cylindrical, or has wheels or handles).
How to avoid them: pack in standard cardboard boxes, keep each package under 25 kg and 121 cm, and split heavy orders across several packages.
3. EU changes from 1 November 2026 (all carriers)
- €2 Union Handling Fee: charged for each customs declaration line on B2C imports into the EU, whatever the parcel’s value. It’s on top of the temporary €3 customs duty that applies to parcels of €150 or less. This is an EU government charge, not a courier surcharge. Full details here.
- Product Identifiers (PIDs): from 1 November, B2C parcels worth €150 or less need a merchant product ID, a manufacturer product ID, and a GTIN/EAN/UPC where one exists, for every item. Customs won’t enforce this until January 2027 (exact date to be confirmed), so parcels missing PIDs won’t be held before then. Please start adding PIDs to your product data now.
What you need to do
- No action is needed for the rate changes. Surcharges appear automatically on your Spaceship invoices.
- Review your checkout shipping prices for US, Europe and Middle East orders, where surcharges are highest.
- Add PIDs to your product catalogue.
