UPS Express Saver (Surcharge Safe) will be launched on January 29, 2026.

UPS Express Saver (Surcharge Safe): Product Definition and Use Cases

 

1. Background and objective

  • US lanes are now fully taxable, and UPS tax/entry handling adds about USD 14 per shipment at minimum on top of freight, significantly reducing the competitiveness of express options.​

  • To restore a viable express channel for merchants, a special commercial deal has been signed with UPS that minimizes surcharge exposure and protects shippers from the most common add‑ons.​

2. Product definition

  • Door‑to‑door express service with transit time and core service quality equivalent to standard UPS Express Saver, but with waiver or discount on surcharges such as duty/tax forwarding and delivery area charges.


3. Surcharge discounts and waivers for HK Export

Surcharge type Original Fee Discount
Disbursement Fee for shipping from HK to US   2% of the total duty/tax amount with a minimum Charge at $14.00 USD.

 Waived minimum charge 100%. 2% of the total duty/tax amount will be applied.
Residential Surcharge  HK$33 per shipment 85% off 
Remote Area Surcharge  A charge of HK$276 per shipment or HK$5.80 per kg applies, whichever is greater 85% off
Extended Area Surcharge A charge of HK$256 per shipment or HK$5.2 per kg applies, whichever is greater 85% off
 
 

4. Target use cases and routing rules

Use UPS Express Saver (Surcharge Safe) when:

  • US outbound shipments where goods are 100% taxable (no de‑minimis), so UPS will certainly advance duties/taxes and charge tax handling to Spaceship.​

  • European Union (EU), United Arab Emirates (AE), Indonesia (ID), South Korea (KR), Malaysia (MY), Philippines (PH), and Singapore (SG) shipments when destination is a remote/residential area that would usually trigger additional surcharges

5. Operational setup and launch

  • Service will be exposed as a separate courier option in the rate shopping and shipment creation flow so that automation rules and manual users can distinguish it from standard UPS Express Saver.

  • Billing and credit notes will follow the current UPS process, with all surcharge incentives reflected directly on the customer’s freight cost and pending charges

6.Recommended automation logic in Spaceship Pro

  • If destination country is US and Shopify Shipping Rate contains "Express" → route to “UPS Express Saver (Surcharge Safe) ” 

  • If destination country is EU/AE/ID/KR/MY/PH/SG → include “UPS Express Saver (Surcharge Safe)”in the carrier group for express shipping option
