Import regulations for Taiwan (TW) concerning 3C products (computers, communications, and consumer electronics), toys, fashion, skincare, and food

General Notes

Taiwan has import controls, with customs duties, safety standards, and licensing requirements varying by product category. Compliance with the Bureau of Standards, Metrology and Inspection (BSMI) and Food and Drug Administration (TFDA) is often required.

    • Declaration: All commercial imports require customs declaration via the Taiwan Customs Service. Small shipments (under NT$2,000) for personal use via courier often bypass duties and taxes.
    • Process: All import shipments are subject to inspections and require thorough documentation, particularly for regulated goods. Since 2020, Taiwan has enforced a Real-Name Authentication (RNA) policy, requiring recipients of imported goods to verify their identity to expedite clearance and ensure tax compliance. Recipients are encouraged to utilize the EZ Way platform to declare their imports for smoother processing.

Taiwan EZ Way Process

The Taiwan EZ Way is a streamlined customs clearance service, particularly for personal cross-border e-commerce imports. Please see Taiwan EZ Way Tutorial.

3C Products

    • Regulations: Electronics must meet BSMI standards (e.g., EMC, safety certifications) and carry a BSMI mark. Duties apply based on HS codes (typically 0-7.5%). Import permits may be needed for specific high-tech items.
    • Small-Quantity Exemption: Items for personal use (e.g., one or two devices) valued under NT$2,000 (approx. USD 62) are exempt from duties and taxes if imported via mail or courier, though BSMI compliance still applies for safety.

Toys

    • Regulations: Toys require BSMI certification under the Commodity Inspection Act to ensure safety (e.g., no toxic materials). Duties range from 0-10% depending on the HS code.
    • Small-Quantity Exemption: Personal use items under NT$2,000 via mail/courier are duty-free, but safety certification may still be checked.

Fashion

    • Regulations: Clothing generally faces duties (5-20% based on material) but no specific licensing unless involving restricted materials (e.g., endangered species leather, requiring a CITES permit).
    • Small-Quantity Exemption: Personal imports under NT$2,000 are exempt from duties and taxes.

Skincare

    • Regulations: Cosmetics must be registered with the TFDA under the Cosmetic Hygiene and Safety Management Law, including ingredient checks and labeling in Chinese. Duties range from 5-15%.
    • Small-Quantity Exemption: Personal use items under NT$2,000 are exempt from duties, but TFDA registration applies unless strictly for personal consumption (e.g., a few bottles).

Food

    • Regulations: Food imports require TFDA approval, including registration, health certificates, and Chinese labeling. Duties vary (0-20%), and quarantine checks apply for items like meat or dairy.
    • Small-Quantity Exemption: Personal imports under NT$2,000 are duty-free, but restricted items (e.g., fresh produce, meat) are prohibited or require permits regardless of quantity.
